There are a couple of things you need to achieve first before you can begin thisSocial Linkwith Nozomi Suemitsu. You start the Gourmet King Social Link in Persona 3 Reload bygaining Charm level two and getting to rank three on the Magician Social Link.

You’ll unlock this upon progressing Kenji’s (Magician)Social Linkto rank three, where he’ll mention the Gourmet King in passing. After that point, you’ll be able to find the Gourmet King inPaulownia Mall sitting by the fountain.You won’t be able to talk to him until your Charm level reaches two.

Also, verify you have anOdd Morselat this point because you’ll need it after answering some of his questions. You should be able to obtain an Odd Morsel through achest inTartarusaround the lower levels.
